Role Profile



To Project manage the procurement and delivery of a new educational facility, including liaison and consultation with the appropriate internal and external stakeholders to develop the building specification, provide instruction to the successful contractor and project design team/professional advisers and ensure the project is delivered in accordance with recognised project management principles (Prince 2 or equivalent).


Corporate Responsibilities

  • To manage/deliver the Service in accordance with the Council's corporate policies and procedures and relevant strategy provision.
  • To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council's corporate objectives, Council Plan and contributes to the production of Service Plans.
  • To manage and monitor Capital and Revenue budgets as assigned and contribute to budget development.
  • To lead, or contribute to, the preparation of cross-service business development plans, as required.
  • To ensure the effective management and leadership of employees, where appropriate.
  • To prepare and co-ordinate reports for the Council, its Committees or working parties and to attend these meetings as required.
  • To undertake any other reasonably required duties as instructed by Management or someone acting on their behalf, in addition to the role specific tasks & responsibilities detailed below.

Role Specific Tasks & Responsibilities

  • Liaise and consult with all appropriate Council Services and external stakeholders to inform the educational campus concept design process.
  • Provide ongoing instruction to the successful contractor and the project design team that will allow concept and detailed design proposals to be developed, including collation of the Project Agreement Document (authority construction requirements, FM services specification and room data sheets etc), development of the strategic vision for the facility and review of specifications and proposals.
  • Appoint additional external consultants / advisors, directing and monitoring their work as required.
  • Ensure the project is being delivered in accordance with stages 1 to 7 of the RIBA Plan of Work 2013.
  • Work with the successful contractor and project design team to ensure the agreed construction project plan is developed, managed and monitored. Ensure appropriate steps are taken to address programme deviations.
  • Plan for the future operation of the facility, ensuring sustainability and life-cycle considerations are integral to the project.
  • Work with the successful contractor and project design team to develop the affordability cap for the project.
  • Liaise with Hub South West and the Scottish Futures Trust in relation to project funding, procurement and delivery issues, including being responsible for completing and submitting all required documentation such new project requests and key stage review documentation.
  • Collaborate with outside agencies, such as other local authorities, in order to share innovation, best practice and drive value for money across the schools for the future programme.
  • Liaise with Council Services that require to be involved with the project, including issuing of work packages, the collation of all project actions, progress against actions and monitoring of the project risk register.

  • Work closely with the school community and other stakeholders to assist with informing the design process and ensure regular and ongoing consultation with these stakeholders is maintained
  • Work with the project design team and the Council's Finance Team to ensure the project budget is developed and monitored throughout the life of the project. Ensure appropriate processes are in place to track the project budget and capture any project variation requests.
  • Prepare all necessary documentation and updates for the monthly project board meetings, including project progress reports, risk registers, project plans and all other required documentation.
  • On a regular basis meet with and update the project board members on specific key issues.
  • Develop and maintain a global project plan, capturing the wider programme of development required to ensure the successful delivery of the project.
  • Develop project updates, presentations and Cabinet reports and present the same to elected members, the school community and other groups with an interest in the project.
  • Generally ensure that the project is being managed in an effective manner that is compliant with industry best practice and recognised project management methodology.
  • Deputise for the Senior Manager (Property Management & Investment) as required.





Education and Qualifications

  • Degree or equivalent in a construction related discipline.
  • A recognised project management qualification.
  • Member of a relevant professional body (e.g. RIBA or RICS).
