Finance and Business Manager - Sheffield

Chapeltown Academy Governing Body seeks, for September 2014, a determined and enthusiastic Finance and Business Manager (FBM) to join the Academy from its opening. This is an exciting opportunity to join a highly aspirational, driven team of people committed to the principle of ensuring high quality academic post-16 education for young people in South Yorkshire. The applicant needs to be fully committed to the Academy's vision.

An outstanding Academy will have financial and business management of the highest quality and at the core of the establishment. In particular, the following key standards are a pre-requisite:

A well-organised governance structure where roles, responsibilities and accountabilities are clearly understood
The operation of strong commercial principles at all times and particularly with regards to procurement and supplier management
Effective internal financial controls
Reliable, independent and rigorous assurance in the form of internal and external audit
Strategic financial planning with active risk management
Appropriate use of public funds
High quality reporting of financial and commercial data, highlighting key information to the right individuals/bodies at appropriate times
Adherence to all relevant laws, regulations and industry best practice with regards to health and safety and human resources
Skilled, knowledgeable and experienced managers and Trustees
The systems, processes and policies required to achieve the above have been designed in detail during the Academy's pre-opening planning phase. The Academy now requires a highly motivated FBM to embed, operate, and improve these processes from the first year of opening onwards, in what promises to be an exciting role. The FBM will be a key member of the Academy's Leadership Team and will be line-managed by the Head Teacher.

They will be responsible for:

Fulfilling the role of the Academy's Principal Finance Officer (this duty is described in further detail below)
Managing the Academy's administrative function and line-managing all non-academic staff
All other aspects of personnel (except for performance management of academic staff)
Premises management
Supplier management (including the IT and catering suppliers)
Procurement (in accordance with commercial principles and legal requirements)
Health and safety (other than safeguarding and child protection) As noted above, one of the responsibilities of the FBM is to perform the role of the Principal Finance Officer (as defined in the Academies Financial Handbook).

This will include:

Delivering the Trust's detailed accounting processes
Providing financial, commercial and other technical advice to the Head Teacher, the Governing
Body, the Finance and Executive Committee, and others
Preparation of management and statutory accounts and other reports
Preparation and monitoring of the annual budget
Preparation and reporting against the Five Year Strategic Plan
Preparation of the Contingency and Business Continuity Plan
Oversight of the operation of the Academy Trust's internal financial controls policy
Liaising with external auditors
Management of the payroll function (including pensions)
Neither of the lists above are exhaustive. The FBM need not discharge all of the duties above personally; in some cases they will delegate them to contractors or administrative support staff with relevant skills and knowledge. For instance, the annual accounts may be prepared by a qualified accountant contracted to perform this role, or the payroll function may be contracted to a specialist provider.

The FBM must be appropriately qualified and/or experienced to perform their duties and must have a genuine interest in embedding and operating first rate business/financial processes and systems to underpin the creation of an outstanding Academy.

A Note on Free Schools and Conditional Contracts Free Schools are state-funded independent schools built in response to parental demand for new, high-quality provision in the area. The Chapeltown Academy Limited Trust had its bid to open Chapeltown Academy approved by the Secretary of State in May 2013. The vast majority of free schools will progress, as planned, to opening in September 2014. In order to ensure the Academy is amongst this significant majority, the Principal Designate will assist the Trust in getting through a number of "checkpoint" gateways with the Department for Education in order to sign its formal Funding Agreement, the first three of which have been negotiated successfully. Please note this role is a permanent position, offered initially on a conditional contract basis, subject to the Trust signing its Funding Agreement with the Secretary of State for Education and a successful pre-opening Ofsted inspection.

Particulars and Salary

The role will be 1.0 FTE, to include 25 days of annual leave (plus bank holidays). The salary range is £30,000-£33,000. The Trust is fully prepared to use the higher end of this scale for certain candidates.

The position will commence on Monday 18th August 2014.
