The Government Services Delivery Centre (GSDC) is based in our Belfast office and is designed to provide technical support to major projects delivering transformational change in a number of developing countries across the globe. The practice is growing rapidly and is projected to more than triple in size over the next three years, creating great opportunities to develop current and new skills.
As a Manager in an expanding team, you will be responsible for managing large International Development programmes ("the Programmes").
The programmes are typically large, multi-year, multi-million pound programmes with implementation globally, including countries in Africa, Asia and South America. Together with Partners in these regions, the programmes develop, procure and manage the implementation of technical assistance, research and communication projects for developing country recipients. Services procured include consultancy services, expert advice, learning programmes, workshops and events and knowledge products.
Educated to at least degree level, you will have considerable project management experience. You will also have a proven track record in delivering large scale public sector projects.
You will have the capability and enthusiasm for supporting the growth of GSDC and see value in managing enduring business relationships. You will be determined and demonstrate drive and focus in supporting a range of life changing projects across the developing world.

You will be based in Belfast, and will travel to London and beyond frequently as an integral part of the wider International Development team. Therefore the role will involve regular travel and overnight stays away from home.
About the role

As part of a plan to grow GSDC over the next 3 years, we are currently appointing a balanced mix of experienced staff members that will form the core of our business going forward.
This role will have various areas of responsibility:
• Set the strategic direction for the Programme and monitor the progress of business change at a strategic level; • Accountable for the overall delivery of the programme and realisation of business benefits; • Ensure the Programme is correctly established and that all necessary control procedures are implemented; • Secure the investment required to complete the project and achieve the required business change; • Chair the project/Programme meetings and monthly Steering Committee Meetings; • Undertake regular consultation with those delivering the change and all key stakeholders and sponsors; • Be an active and visible coach to Project Managers and Sponsors; • Be responsible for the quality assurance and overall integrity of the programme; • Overall accountability for Programme level communications; and • Approve amendments to project scope and baseline benefits.
Need to travel/overnight stays away from home (Yes - regularly)
Essential skills needed for the role:
• Degree Qualified • Strong programme/project management skills (including Prince2 methodology accreditation) gained through previous programme experience; • Strong relationship building skills with varied stakeholders from the private and public sectors. Effective and well developed negotiating, influencing and communication skills demonstrated by recent experience of working with national government agencies, learning providers and professional services and consultancy suppliers; and • Experience of successfully leading, managing and motivating a team.
Desirable skills sought for the role:
• Experience of working within large and complex global programmes, including multilateral organizations and bilateral donors; and • Experience of, or an interest in, working with developing country clients and suppliers; and • Experience of managing technical assistance projects including how to structure and implement effective project plans and budgets, the analysis of issues, and the creation and implementation of solutions.
