The Government Services Delivery Centre (GSDC) is based in our Belfast office and is designed to provide technical support to major projects delivering transformational change in a number of developing countries across the globe. The practice is growing rapidly and is projected to more than triple in size over the next three years, creating great opportunities to develop current and new skills.
As a Manager in an expanding team, you will be responsible for managing the procurement and contracting activity for a number of large International Development programmes ("the Programmes").
The programmes are typically large, multi-year, multi-million pound programmes with implementation globally, including countries in Africa, Asia and South America. Together with Partners in these regions, the programmes develop, procure and manage the implementation of technical assistance, research and communication projects for developing country recipients. Services procured include consultancy services, expert advice, learning programmes, workshops and events and knowledge products.
Educated to at least degree level, you will have considerable project management experience. You will also have a proven track record in delivering large scale public sector projects.
You will have the capability and enthusiasm for supporting the growth of GSDC and see value in managing enduring business relationships. You will be determined and demonstrate drive and focus in supporting a range of life changing projects across the developing world.

You will be based in Belfast, and will travel to London and beyond frequently as an integral part of the wider International Development team. Therefore the role will involve regular travel and overnight stays away from home.
About the role

As part of a plan to grow GSDC over the next 3 years, we are currently appointing a balanced mix of experienced staff members that will form the core of our business going forward.
This role will have various areas of responsibility:
Procurement Management
• Support the development and continued improvement of comprehensive procurement strategy, policy and processes. Provide expert advice and guidance on the implementation of such to the various project teams involved in the Programmes - both centrally in Belfast and London, and also to the Partners teams based globally. Ensure that implementation complies with client requirements and procurement best practice.
• Effectively and efficiently manage the procurement and contracting activity undertaken by the small procurement team. Proactively work with the team to monitor and enhance procurement performance, value for money, risk analysis and evaluation of procurement policy and processes. Ensure procurements are undertaken transparently, robustly and with full accountability to our clients and suppliers.
• Provide day to day troubleshooting and advice on procurement issues, ensuring procurement routes are tailored to each projects' needs and requirements. Provide innovative solutions for projects with more complex needs to maximise the effectiveness of the procurement team.
• Engage effectively with the PwC Risk, Quality and Compliance teams in dealing with a range of issues, including legal and contractual, as they arise.
• Counsel, assist and direct junior Procurement Officers in accomplishing the project procurement objectives. Identify, develop and implement training to enable staff to more efficiently and effectively perform assigned functions. Encourage and promote innovation in obtaining procurement objectives
Budget and risk management
• Contribute to the management of the programme and departmental budget.
• Support the management of the team to monitor performance risks through the KPIs, risk register and quarterly review process, ensuring compliance with best practice and the legislative framework.
• Provide suitable management information to the Head of Procurement and contribute to monthly and quarterly reporting requirements to the Management Team.
External Influence
• Contribute to developing and maintaining relationships with the client (the Department for International Development (DfID)), programme partners and other key external stakeholders. Utilise relationships to shape and influence the Programmes procurement policy and strategies, ensuring they are consistent with and support key stakeholders' and partners' priorities.
• Build trusted relationships with the national and international suppliers and service recipients when required.
• Establish excellent working relationships with the project teams and Project Management Office (PMO) in London, and the global partner teams, to ensure that the procurement and contracting polices and processes are implemented effectively.
• Act as an ambassador to the programmes both internally and externally.
Team Leadership
• Manage the small procurement team to ensure strong team performance and achievement of the Business Plan objectives.
• Direct and support the junior procurement staff , ensuring appropriate mentoring is in place to secure employee engagement and maximise talent and resources.
• Work flexibly and proactively in responding to organisational needs and priorities and to drive the Programmes strategies and ambitions.

RequirementsEssential skills needed for the role:
• Degree Qualified • Strong procurement and contracting skills gained through at a number of years of procurement experience, including the procurement of consultancy services of up to £500,000; and • Working knowledge of Government and European public procurement processes and procedures; • Experience of managing technical assistance projects including how to structure and implement effective project plans and budgets, the analysis of issues, and the creation and implementation of solutions; • Strong relationship building skills with varied stakeholders from the private and public sectors. • Effective and well developed negotiating, influencing and communication skills demonstrated by recent experience of working with national government agencies, learning providers and professional services and consultancy suppliers; and • Experience of successfully leading, managing and motivating a small team
Desirable skills sought for the role:
• Experience of working within large and complex global programmes, including multilateral organizations and bilateral donors; and • Experience of, or an interest in, working with developing country clients and suppliers. • Knowledge of Government and European public procurement processes and procedures;
