Do you have proven track record and experience at senior level in large complex organisation? If so Openreach may have an opportunity for you. Openreach is an organisation of circa 30,000 people and we seek a General Manager (Strategic Resourcing).

Purpose of the General Manager (Strategic Resourcing) role:
• Responsible for the development of the Resourcing Strategy for the Service Delivery organisation within Openreach
• Develop, design and model resourcing options for Field Services including the Frames organisation
• Ensure alignment with Openreach Vision and customer service strategy
• Ensure alignment with financial plan and set the resourcing agenda for industrial relations discussions for SD
• Gain support for the strategic plan across Openreach and BT Group
• Identify, track and mitigate risks to the resourcing strategy and plan through scenario models
• Understand, evaluate and challenge the supply side for optimum solutions

General Manager (Strategic Resourcing) - Business Impact:
• Develops strategic resourcing plan for 18,000 people in field and non-field resource planning and manpower utilisation
• Contributes directly to the efficiency and financial performance of Service Delivery
• The field will be fully conversant with the SD strategic resourcing plan and how this impacts on Service Delivery's ability to deploy
• Contributes and directly owns long terms field resourcing forecast and analysis on behalf of Service Delivery

General Manager (Strategic Resourcing) - Authority/Decision Making:
• Works in close co-operation with HR, Finance, Group HQ functions and the field production planning and management teams to build resourcing plans for the strategic plan and budget
• Translates business strategy into key programmes for implementation
• Directs team toward optimum deployment to support Business unit objectives

General Manager (Strategic Resourcing) - KEY RESPONSIBILITES
• Own the process and delivery of the field resourcing strategy for Service Delivery
• Review and analyse key inputs from product development, provision, repair, investment and capacity planning teams and incorporate into the strategy
• Understand Openreach's service and financial strategy and incorporate key requirements
• Understand the demand for engineering services in terms of type and volume of work
• Understand forecast arrival patterns and service level commitments both now and in the future
• Build a vision for the engineer of the future as a key element of the strategy
• Articulate the training, development, skills and capability of the engineering workforce both now and in the future
• Show how we change and improve to achieve this vision
• Understand the capability of systems, tools, testers and devices and include in the plan
• Also include requirements for attendance patterns, scheduling of work, real time jeopardy and fluidity management
• Produce resourcing options to meet this demand, comparing flexibility, capability and costs
• Include direct and indirect, full and part time options
• Work with the transformation team to include key elements of the transformation plan in the strategy, some of which impact directly on resourcing and skills
• Develop a long term supplier strategy to include manpower provision or managed service options
• Set out the resourcing strategy for 3rd parties
• Build a plan for the type and volume of work that SD would consider outsourcing including identification of core and non-core services
• Set out the industrial relation agenda for SD, outlining requirements for all aspects of the engineering contract including mobility, skills, attendance, remuneration and flexibility
• Produce plans for contingency responses, both short term such as weather and market driven and long term changes in CP requirements
• Widely communicate, review and socialise the plan across SD, Openreach and Group, obtaining buy in from key stakeholders
• Build a comms plan to gain understanding across the SD workforce and unions
• Meet with and present to the unions along with the IR lead for Openreach

General Manager (Strategic Resourcing) - ESSENTIAL EXPERIENCE AND CAPABILITY
• Third level education
• Comfortable with complexity and highly numerate
• Proven track record and experience at senior level in large complex organisation
• Advanced communication skills and confident presenter
• Experience in strategic planning involving wide range of inputs in a changing environment

General Manager (Strategic Resourcing) - DESIRABLE EXPERIENCE AND CAPABILITY
• Professional qualification or MBA
• Experience in service industry, especially an engineering business such as providing services for customer equipment, business or consumer technology, or vehicle breakdowns for example.
• Modelling skills
• Board level exposure
