Invitation for expression of interest

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

In more than five decades, the agency has helped people restart their lives. Today, a staff of around 9,000 people in more than 126 countries continues to help 50 million people.


The Global Service Center (GSC) of UNHCR in Budapest is looking for qualified candidates who are willing to be enlisted on a roster for potential temporary assistance (TA) in the following functional areas:

  • Administration,
  • HR administration, payroll, recruitment,
  • Financial administration, accountancy,
  • Staff development,
  • Procurement, logistics, assets, fleet management,
  • Staff Development,
  • Information Technology

Minimum qualifications/requirements:

  • Secondary education with post-secondary training/certificate relevant to the functional areas.
  • Minimum of 5 years of relevant work experience,
  • Excellent computer skills, in particular in MS Office applications,
  • Fluency in English

Desirable qualifications/requirements:

  • Knowledge of (other) UN languages, preferably French, are considered as an advantage.
  • Knowledge of UN system.

The Global Service Centre hosts the administrative backbone of UNHCR: Finance Control, Personnel Administration and Payroll, Recruitment & Posting, Talent Management and the Global Learning Centre. A legal officer and a team of telecom and informatics specialists provide support to the GSC in addition to performing global functions. The day-to-day running of the GSC is supported by a small Management Unit.

The GSC currently has 350 staff members from around 50 nationalities.  Locally recruited staff are mostly young (average age is 33 years old), hold a University degree, have a high degree of comfort with new technology, and are proficient in English. Several speak a second or third foreign language.


Following a selection process, candidates selected for the roster may be offered a temporary appointment of a length of 3-12 months at the Center in the General Service category, which may be extended.
